The notification of the Real Estate Regulatory Authority act (Rera) rules in Haryana has been delayed by a month, officials of the Town and Country Planning (TCP) department said. The home buyers are disappointment with the move as the deadline to notify the rules was June 30.
Arun Kumar Gupta, financial commissioner TCP Haryana, said, “The government is working on it and we hope the Rera rules will be notified by end of the month. We are considering every aspect to make it effective.”
However, the home buyers doubt the Haryana government’s intention and are worried that the delay of the notification of Rera rules has been done to do “favour” to the developers.
“We doubt the intention of the government. The developers are attempting to get occupation certificates to escape Rera rules. The government is trying to shield defaulter builders,” said Gaurav Prakash, a home buyer.
The Rera rules will bring developers with incomplete residential and commercial projects under its purview of punishments and that is understood as major tool for buyers to seek legal action against builders delaying the project for any reason.
There are many buyers in Gurgaon waiting for their dream homes and shops to be delivered even after expiry of due dates.
People have been protesting in Gurgaon against developers for delay of projects.
Rera Central Act was implemented from May 1, 2017 and according to the act, every builder will have to register itself with the Rera in case it has not obtained completion or occupation certificates from the competent authority.
“So far nearly 20 projects have been registered with Rera in Haryana of which most are from Gurgaon,” said a senior official wishing anonymity.
“We believe very few projects would be covered under Rera rule in Gurgaon as the government is showing all indications to shield developers. We will move to court once it is notified,” said S.S. Oberoi, a legal expert.
